Apparently this can be caused from an update that is applied to Server 2008 which causes the the AD LDS instance ports to be reserved by DNS. You will need to make a registry tweak in order to reserve the ports you need for your AD LDS instance. To reserve the required ports for you AD LDS instance, do the following:
